Tucson: a solar panel system or backup generator that connects to the home's service needs a permit, and the structure the panels mount on must already be legal and permitted. Licensed solar contractors can use SolarAPP+ for same day review of eligible roof mounted home systems outside historic and neighborhood preservation zones. Mesa: its FAQ says certified solar power systems installed by a licensed Arizona contractor do not need a construction permit, but new electric meters or circuits do, and historic homes need Planning approval. The FAQ wording also mentions "under 10,000 square feet"; confirm details with Mesa. (source: City of Mesa Development Services)

Tucson: panel replacement or repair and service increases are on the list of work needing a permit. Scottsdale: a service upgrade or change out up to 400 amps, relocating a panel box and replacing the main breaker are Minimum Permit projects. An R-11 or other electrical contractor still needs the right ROC class for the job. Check the license class on the ROC Contractor Search. (source: Arizona Registrar of Contractors)
